Hambden Township Zoning Commission Chardon, Ohio 44024
MINUTES
The Hambden Township Zoning Commission held a public meeting on Monday, June 2, 2008 at 7:00 p.m. at the Hambden Town Hall. The following members were present: Richard Lang, Lois Cox, Louise Fraser, Jane Loisdaughter, Ron Eliason, and Helen Scheuring. Also in attendance were Trustee Keith McClintock, Letha Klingemier, Mike Locke, and Connie Locke. Mr. Lang called the public meeting to order, and the pledge of allegiance was recited. The minutes from May 5, 2008 were read and approved as amended. Mr. Lang opened the meeting to the attendees to voice any concerns or comments they may have. Mr. & Mrs. Locke stated that they are in attendance just to observe the meeting. Mrs. Klingemier stated that she received a notice of violation letter from the zoning inspector, and would like to discuss the violations with the Commission. Mr. Klingemier just passed away a few months ago, Mrs. Klingemier said, and now she has to address these issues, but she wants 80 to keep the property and pond as her husband would have wanted. Mr. Lang offered his sympathy to Mrs. Klingemier. Mr. Lang went on to explain the purpose of a violation notice is to identify a potential problem on a property, and that the notice starts an official township record of any action taken. Mr. Lang mentioned that government agencies are inclined to work with property owners, as long as the property owner works with them. Mrs. Klingemier said that Zoning Inspector Percy Woods gave her husband approval to construct a pond, and a zoning certificate was not needed, or issued. Mrs. Klingemier also mentioned that Geauga SWCD inspected the pond, and sent her a letter requiring changes to the pond. Mr. Lang noted that the Zoning Commission writes the language for the Zoning Resolution, and suggested a meeting with the Zoning Inspector to discuss these matters. Mrs. Klingemier stated that she is not going to remove or change anything on her property, and that she would hire an attorney to sort this matter out, and then left the meeting. Mr. McClintock suggested that Mrs. Klingemier be contacted, and a meeting setup to discuss the zoning violations with Mrs. Klingemier.
Zoning Inspector's Report
Mrs. Welch submitted the Zoning Report for May 2008, which is attached, and incorporated as though fully rewritten.
A follow up to the May 5, 2008 meeting, and Mr. Zarzour concern about driveway boulders; Mrs. Welch reported that ODOT was contacted, and ODOT did talk to the property owner concerning the boulders placed across the driveway entrances of the Spear's tractor business property on State Route 6.
The Board of Zoning Appeals has requested the Zoning Commission to consider: 1. allowing for a larger sign for assisted living homes within a residential district; 2. allowing mini-storage units to be a permitted use, and; 3. to allow outside storage in commercial or industrial districts. The mini-storage request was assigned to Mrs. Cox to lead the research and discussion at a future meeting. The size of sign for an assisted living home will be reviewed within the review of article VII on signs.
